Multiple strands of chains and rhinestones extend out from where that loops sits and they cross & drape over each other to wrap around the waist and down the hip and then attach in along the back

It is boned and formed inside to created that banded effect and to keep it in place

I love how the skirt is done so the lines are vertical and the top horizontal
